Executive Management

Over the past decade SVCW has secured nearly $250 million for capital projects through four revenue bond issuances, three State Revolving Fund loans, cash contributions from Member Agencies, and a Line of Credit.

SVCW accounting standards ensure timely, accurate and meaningful financial information to both the public and its Commission. The team includes experienced management, dedicated engineers, and business and financial experts. Finance produces management reports, creates operating and capital budgets, oversees treasury activities, and manages software implementations. A professional accounting staff follows strict internal control processes to ensure the accuracy of payroll, revenue billing / collection, and expenditure disbursements.

Teresa Herrera joined Silicon Valley Clean Water in 2008 as Plant Engineer to create its first Engineering Department and implement its Capital Improvement Program.  In 2012, Teresa was promoted to Assistant Manager/Authority Engineer, broadening her responsibilities to manage four departments within SVCW and to oversee an $833 million CIP and implementation of SVCW’s first Design-Build projects. Currently, Teresa is appointed as Acting Manager for SVCW with responsibility for the overall management and oversight of the Agency.

Teresa received her Bachelor’s degree in Civil Engineering from California Polytechnic State University, San Luis Obispo and her Masters of Science in Civil Engineering from the University of California, Davis. In 1988, Teresa joined the engineering consulting firm of Whitley Burchett & Associates (WBA). She served as president of the company from 2001 to 2008. WBA served public agencies throughout Northern California as District Engineer, Program Managers and Project Managers for both large and small wastewater agency facilities.

Matt Anderson joined SVCW in 2014 as the Chief Financial Officer. He has 25 years of financial management experience in the water and transportation industries. Prior to joining SVCW Matt served as Chief Financial Officer for the Goleta Water District in Santa Barbara, California. He also worked in the airline sector for fourteen years, most recently as Managing Director of Finance and Administration over the international division of Northwest Airlines. Matt has managed $500 million annual operating budgets spanning nine countries, 200 cost centers, and 2,000 employees. He brings private-sector experience to the public utility sector by introducing long-range financial planning, zero-based budgeting, and effective management reporting.

Matt started his career with the accounting firm KPMG. He maintains his Certified Public Accountant certification and has an MBA from California Polytechnic State University.

Monte Hamamoto

Chief Operating Officer

Monte Hamamoto has been the Chief Operating Officer at SVCW since 2012. He has over 30 years in water and wastewater operations, over half of which was as a private sector manager with Veolia Water. Monte has managed several treatment plant operations and facilities throughout California. Prior to SVCW, he was most recently the manager of the Atwater Wastewater Treatment Facility for Veolia. He has direct experience managing wastewater treatment, potable water treatment, removal/disposal of groundwater contaminants, odor control, and capital equipment.  Monte has also managed capital projects, budget development, employee relations, human resources, labor negotiations, plant performance, process control, maintenance, laboratory, safety, regulatory permit renewal, CIP, and client relations. He has also worked in sales for wastewater technologies companies, including Siemens Corporation and Parkson Corporation.

Monte has a BS degree in Marine Biology from Humboldt State University, and an AS degree in Water-Wastewater Technology from Solano College. He continues to invest in the industry by teaching college-level water and wastewater courses, and maintains his California Grade 5 wastewater operator certification and his Grade T-3 certification in potable water operations.


Kim Hackett

Kim Hackett joined Silicon Valley Clean Water in 2010 as a Senior Engineer, managing the design and construction of Capital Improvement Projects within the wastewater treatment plant and conveyance system. She became the Engineering Division Director in 2012, led the planning and CEQA process for the $450 million Regional Environmental Sewer Conveyance Upgrade (RESCU) Program, and managed the implementation of the overall Capital Improvement Program. She was promoted to Authority Engineer in 2018. She is leading the RESCU Program through the design and construction phases, and overseeing the completion of the remainder of the $849 million Capital Improvement Program.

Previous to her work at SVCW, Kim worked as an environmental engineer, both as a consultant and in the public sector, with a focus on wastewater and recycled water planning and design projects. She received her Bachelor’s degree in Civil Engineering from University of California Los Angeles and her Master’s degree in Civil and Environmental Engineering from University of California Berkeley.
